Thai protest to Cambodia over gambling case

Thailand has protested to Cambodia that court proceedings were launched against six Thai gamblers charged with stealing 90 million baht from a Poipet casino without giving prior notice to the embassy in Phnom Penh.
But the Thai ambassador to Cambodia Piyawat Niyomrerks, had a tough time yesterday getting someone senior to listen to him.
Cambodian Deputy Foreign Minister Long Visalo, who is in charge of Thai-Cambodian border issues, was on a visit to Vietnam. A deputy permanent secretary for consular affairs was also not available.
Finally the second Deputy Foreign Minister Huy Cantol Vora received Mr Piyawat's call, which came with a ``letter of concern'' that Saturday's court hearing had prevented the six suspects from receiving the assistance they were entitled to as Thai nationals. The embassy was unable to provide them with an interpreter and lawyers, as was their right.
Foreign embassies have to be informed of court proceedings against their nationals under the Vienna Convention on Diplomatic Relations. Phnom Penh was aware of Bangkok's concern. The Thai embassy had sent a notice to the Cambodian government on Jan 19 expressing concern over the suspects' detention without charges and the widespread reporting of the allegations against them in the Thai media since their arrest two weeks ago.
Mr Piyawat did not get to see the suspects until Friday, the day before they appeared in court, and their relatives had arrived in Phnom Penh only yesterday.
Sources said having the top diplomat express concern to a senior level of the Cambodian government was a form of protest. In normal circumstances a formal protest would be made. However, because this month marked the second anniversary of the looting and burning of the Thai embassy and Thai business premises in Phnom Penh on Jan 29, 2003, the Foreign Ministry was very cautious about making a formal protest, the source said.
``The facts of this case are still very cloudy, from both the Thai and Cambodian sides,'' the source said.
